Roosevelt, F. D.; Stalin, J. W.; Churchill, W. DEKLARATION DER DREI MÄCHTE. Gezeichnet in Teheran am 1. Dezember 1943. Propaganda leaflet, printed on both sides. 24.5 cm x 14.5 cm. Printed in German for aerial distribution over German-occupied territory. The recto is decorated with a color reproduction of the flags of Great Britain, the Soviet Union, and the United States.

The verso has a second declaration: DEKLARATION über die Verantwortlichkeit der Hitlerfaschisten für die begangenen Bestialitäten, also signed by Roosevelt, Stalin, and Churchill, which put the responsibility for the atrocities committed by Hitler’s fascists, after a conference in Moscow, October 19 – 30, 1943 of the foreign ministers (Hull, Eden, and Molotov). It is an explicit statement telling the Germans that the persons responsible for atrocities (“… those who took part in the extermination of the Polish people, or in the extermination of the population in the occupied territories of the Soviet Union which are now cleared of the enemy …”) in the Soviet Union, Poland, France, Italy, as well as in Czechoslovakia, Yugoslavia, Greece, Crete, Denmark, Netherlands, Belgium and Luxembourg, will be held accountable as soon as a government can be established in Germany after a truce has been declared. Remarkably, this leaflet makes an appeal to “… those who have not stained their hands with innocent blood …” to disassociate themselves with those who carried out the atrocities.
