Signed, “Loring,” in the upper right-hand corner. Watercolor on brown cardboard, 13 in x 13 in. A provocative image, one showing an oil derrick over the dome of the United States Capitol spurting black “oil” with a gleeful Franklin Delano Roosevelt waving his famous fedora as the black gusher adorned with white dollar signs splashes at his feet in a large pool. The arching black gusher is over-written in white with the caption, “Increased Relief Funds.” A slight chip on the upper left-hand corner, not affecting image or text.
